Senior Natural Environment Officer (Arboriculturalist)

An exciting opportunity has arisen with Torbay Council to become a Senior Natural Environment Officer (Arboriculturalist) to provide professional and technical advice with regard to Arboricultural, landscape, ecological and green infrastructure impacts and opportunities within the Local Authority area.

The successful applicant will:

  • Act, on behalf of Spatial Planning, as the delegated officer for trees protected by Tree Preservation Orders or Conservation areas; and to provide advice to Spatial Planning with regard to development applications and tree protection
  • The post will be responsible for monitoring the delivery of the Council’s tree works contract, and assist with procurement of new contracts as required. This will be on a strategic and operational level covering all aspects of arboriculture; including routine performance management and audit of tree work and inspections, to ensure the care and safety of Council-owned trees; reviewing and updating procedures for all proactive and reactive surveys and tree work; handling claims of damages caused by tree root ingress or other; coordinate tree planting in response to memorial enquiries but also for proactive tree planting
  • You will be responsible for managing and reviewing service policies and procedures i.e. the Tree and Woodland Framework, Pollarding Policy; developing outside contracts and Service Level Agreements; this will include proactive income generation to enhance the service.

About you:

  • You will have a relevant high level qualification (degree or equivalent); Arboriculture, planning, landscape architecture, countryside management, ecology or similar. (NQF Level 4 minimum qualification in Arboriculture or equivalent.)
  • Practical knowledge of urban tree management and the latest processes of cyclical tree management and partner working relationships.
  • Working knowledge of the preparation of and practical implementation of the conclusions of Torbay’s i-Tree ecosystems mapping project.
  • Knowledge of at least one specific form of tree risk management technique
  • Advanced knowledge within the discipline of general tree health, including identification of pests and diseases, production of plant health care programmes and ongoing development and advocacy of best practise for the management of health and safety issues that may arise as a consequence of outbreaks of disease.
  • You will have experience in the production of contract documentation in line with OJEU processes and will be able to demonstrate a proven track record of contract management and monitoring.
  • You will be able to demonstrate a sound and comprehensive CPD record of seminars and working groups relevant to arboriculture.
